InfringementUnless the ball is Rougeable, while the ball is on the pitch, players must not deliberately play the ball with their arm below the elbow.
If the ball is propelled towards a player and it hits their hand(s), or arm(s) below the elbow, within their body-line, then it is not a case of Hands.
If the ball is propelled towards a player and it hits their hands, or arm(s) below the elbow, outside their body-line, this may be deemed a non-deliberate offence, if the contact with the hand(s), or arm(s) below the elbow, substantially influences the course of the play.
If a player touches a ball with their hand, incorrectly believing that the ball was Rougeable, the umpire may deem this a non-deliberate offence.
Penalties:
In the case of a deliberate offence (see P-1): Free-kick
In the case of a non-deliberate offence (see P-3 and 4 above): Set-Piece-Bully
If a Goal was prevented by deliberate handling by a defender: Penalty-Goal (and the offending player should be shown a Yellow-card. See Law C.3.)
